Job Description

Reporting to the President and CEO (member of the QPA management team), the position holder is responsible for managing all QPA contracts. He participates in the strategic planning of the organization and must continue the financial optimization and review of numerous leases under his leadership and the operationalization of the project office. He must also support the board of directors in a significant modernization of the governance of the QPA.

Responsabilities

  • Provide legal supervision, interpretations and directives on the legal aspects and regulations affecting all of the QPA’s activities;
  • Write, negotiate, manage and explain contracts with the various QPA stakeholders (sales contracts, purchase contracts, professional service contracts, etc.);
  • Supervise and manage a work team, act as a guide and contribute to the development of the skills of your team members;
  • Obtain the necessary licenses and permits  for the activities of the QPA;
  • Approve public information declarations;
  • Proceed with the drafting of new administrative procedures so that the regulations are respected, such as the establishment of a call for tenders, contract awarding and monitoring procedure and any other administrative procedure linked to the QPA;
  • Manage disputes and provide advice in order to prevent contentious situations;
  • Advise and assist members of the board of directors in implementing administrative procedures that comply with legal requirements;
  • Plan and monitor the company's social and environmental requirements, ensure compliance and see to reducing the number of non-compliance events;
  • Participate in the operational and budgetary planning of your sector.

  • Put into practice all legal and compliance expertise in the QPA's projects.

Qualifications

  • Bachelor of Law;
  • Member of the Barreau du Québec;
  • Have at least ten (10) years of experience in similar functions;
  • More specifically experience in administrative law, real estate law, business law, construction law or constitutional law.

  • Certification or training in Governance;
  • Experience or knowledge of Construction Law;
  • Knowledge and application of the Federal Official Languages Act, the Federal Act on Access to Information, the Personal Information Protection Act and other laws applicable to the QPA context.
