Description

Under the authority of the Assistant to the City Manager – Proximity, the incumbent directs and controls all planning, management, and supervision of all activities related to GEI, including maintenance of buildings, process equipment, sports infrastructure, pools (water games), and play modules.

She will oversee wastewater treatment and drinking water production, as well as the management of one-off assets including parks and green spaces. This position requires strong management ability, solid technical skills, and a thorough understanding of regulations, laws, and by-laws.

 

Main Tasks and Responsibilities

Executive Management

• Develops and implements annual and multi-year work plans for GEI.
• Ensures the transversality of the department across all city departments.
• Oversees the design, planning, and execution of municipal property maintenance and development projects and processes.
• Defines, in collaboration with the management committee and elected officials, expected service levels.
• Interprets and communicates the City Management Orientation Plan (PODG) to his/her teams.

Supervision and Leadership

• Lead and supervise a team of managers and professionals, including engineers, technicians, and support staff.
• Evaluate staff performance and implement ongoing training programs to develop their skills.
• Promote a healthy, collaborative, and safe work environment.
• Ensure compliance with collective agreements and memorandums of understanding applicable to personnel;
• Participate in maintaining healthy and respectful working relationships with employee associations.

Financial Management

• Prepare and manage GEI budgets.
• Participate in the development of the ITP.
• Oversee calls for tenders and contracts with suppliers and contractors in connection with contract management.
• Control costs and ensure efficient use of resources.
• Secure available grants and seek additional funding for emergency projects.

Compliance and Safety

• Ensure compliance of all projects with regulations under the Cities and Towns Act and related laws.
• Implement safety protocols to protect workers and the public.
• Implement regular inspection processes to ensure the quality and safety of work performed.

Communication and Collaboration

• Participate as required in various city commissions.
• Communicate effectively with council members, citizens, and other stakeholders.
• Respond to citizen complaints and concerns regarding public works.
• Participate in public meetings and present progress reports when required.

Innovation and Continuous Improvement

• Identify and implement improvements in work methods and technologies.
• Implement dashboards and indicators and follow them up with teams and City management.
• Monitor trends and innovations in the field of public works and integrate them into municipal practices.
• Promote sustainable development and energy efficiency initiatives.

 

Required Qualifications

Education

• University degree in engineering, public administration, or related field;
• Membership in the Ordre des Ingénieurs du Québec (OIQ) (an asset);
• Good general technical knowledge.

Nb. Any other combination of relevant experience and education will be considered.

Professional Experience

• Minimum 10 years of experience in a similar role;
• 5 years in a management position.

Nb. Please note that we are also open to a profile that is more at the end of its career and would have a minimum of 5 – 7 years to give, the time to develop the succession.
