Description

Reporting to the Director, Finance and Procurement, the Division Head, Procurement plans, organizes, directs and controls all activities related to procurement management.

The incumbent is responsible for the strategic development of the division and the positioning of procurement within the organization, working closely with the Finance and Procurement and Legal Affairs departments. The incumbent implements effective, fit-for-purpose management tools, work methods and processes, and consistently pursues continuous improvement, optimization and operational efficiency while taking legal obligations into account.

The incumbent also ensures that internal clients receive the most effective procurement strategies and practices, while taking organizational priorities and legislative and regulatory compliance into account. The incumbent develops and maintains strong relationships with internal departments and external suppliers and is fully responsible for managing procurement employees.

 

Key Responsibilities

Financial Management, Leadership and Strategic Planning

• Establish the division’s direction within the organization’s broader strategic priorities;
• Contribute to establishing and achieving the division’s objectives, strategies and action plans in collaboration with the Director;
• Develop and implement procurement management policies, directives, by-laws and processes;
• Prepare the team’s annual budget plan and validate it with the Director;
• Act as a leading subject-matter advisor to departments and managers, supporting compliance with the legislative and regulatory framework governing tendering, contract management and related risks;
• Work with departments to plan contract renewals across the City and monitor the implementation schedule;
• Establish the tendering schedule in accordance with applicable legislation and priorities;
• Ensure that organizational practices comply with procurement obligations;
• Contribute to the City’s development;
  • Maintain ethical communications concerning the City
  • Represent the City at selected activities, committees or associations
  • Maintain strong relationships with suppliers, partners and colleagues

Administrative, Process and Operations Management

• Develop procurement strategies and implement improvements that increase effectiveness, support budget compliance and enhance the efficiency of procurement processes;
• Contribute to optimizing inventory management, including needs assessment and logistics;
• Produce statistics and reports on purchases and contracts in order to recommend directions and improvements that optimize organizational processes;
• Implement proposed directions following consultation with and approval from management;
• Ensure that all departments comply with applicable legal and organizational obligations;
• Assess the benefits of cooperative purchasing for selected goods or services and make recommendations;
• Implement cooperative purchasing and requirements-gathering strategies, and guide teams through the process;
• Assess organizational risks and issues in procurement files, recommend solutions and ensure appropriate follow-through;
• Develop and implement tools that support the continuous improvement of practices;
• Direct, control and review the operational processes under the position’s responsibility while maintaining consistent quality management;
• Authorize expenditures within the budget allocated to the division’s activities;
• Monitor supplier performance, as required;
• Prepare and present contract management results, issues, changes or improvements to the management committee or municipal council, as required;
• Plan, develop and deliver employee training on various topics, based on identified needs or upon request;
• Perform various procurement process duties as needed
  • Support requesting departments in analyzing their needs, planning procurement activities and complying with the legal, regulatory and organizational framework;
  • Coordinate the stages of procurement processes, including requests for quotations, calls for tenders, addenda, publications, selection committees and communications with bidders;
  • Oversee the administrative management of files and contracts, including bid compliance, documentation, contractual obligations, procurement tools and user support.

Human Resources Management and Development

• Supervise employees within the division;
  • Hiring, training, performance evaluation, recognition and engagement
  • Maintain a positive workplace climate
  • Set objectives and priorities and allocate tasks among employees
• Plan the team’s staffing requirements;
• Participate in the application of the collective agreement and other agreements in effect.

Client Management – Client Focus and Satisfaction

• Identify the needs of internal and external clients within the municipal context;
• Maintain positive relationships with internal and external clients and partners;
• Assess the satisfaction of internal and external clients and partner organizations;
• Respond to complaints promptly and effectively.

 

Required Qualifications

Education

• Bachelor’s degree in Business Administration, Law or an equivalent discipline
• Additional certificate or diploma in procurement management (asset)
• Membership in good standing with the Corporation des approvisionneurs du Québec (asset)

Professional Experience

• Three to five years of relevant experience in a similar position, including people management experience (experience with unionized employees is an asset)
• Experience in a municipal environment or the public sector (significant asset)

Core Competencies

• Knowledge of the legal and regulatory framework governing procurement and tendering in the municipal sector (Cities and Towns Act, Municipal Code of Québec, Act respecting contracting by municipal bodies and others), an asset
• Ability to confidently navigate legal matters
• Project management
• Strong aptitude for using technology tools
• Knowledge of software and technology tools relevant to the role (SEAO and Edilex), an asset
• Knowledge of public tender drafting and contract management
• Excellent spoken and written French
• Functional English (significant asset)
