Reporting to the Division Head of Technical Support and Infrastructure, you are responsible for managing specialized equipment and contracts to optimize acquisition processes, contract management, and inventory.
You coordinate all files for public tenders, invitations, negotiated contracts, and supervise a dedicated team in preparing and following up on files, drafting technical specifications for contracts, estimating contract costs, and inspecting for technical compliance. You develop and recommend processes, methods, and procedures to improve performance and the development of activities related to this section with a customer service perspective.
Working closely with the personnel assigned to operations as well as with your colleagues in technical support, you offer your expertise and support by being attentive to business needs. You are tasked with supporting the Service's operations by developing and proposing appropriate contracts, coordinating activities with the Procurement Service and vehicle management, and following up on files to obtain services and equipment in a timely manner.
You submit analyses of various identified issues and challenges, make recommendations to address them, and constantly improve service delivery to citizens. You ensure the implementation of tracking tools for all stages of processing tenders and monitoring ongoing and upcoming contracts. You submit detailed reports and may be called upon to make presentations regarding your team's activities. You may be involved at various stages of planning, organizing, monitoring, and evaluating results.
Results-oriented, you guide, direct, and supervise team members in achieving their respective mandates, determine the general order of priorities, define objectives, and communicate your expectations. You evaluate performance, recognize achievements, and promote staff development by recommending their training.
You assess the depreciation and lifespan of vehicles and equipment, plan needs, recommend priorities, and acquisitions. You draft technical specifications for tenders.
