About the RAIM

La Régie d’aqueduc intermunicipale des Moulins (RAIM) is a municipal organization (a drinking water treatment plant) that produces and distributes drinking water for its members, the towns of Terrebonne and Mascouche. Created 37 years ago, it is recognized in the community for the excellent quality of the drinking water it produces. It carries out its mission while interacting with its member cities and communities in a dynamic growth environment.

On November 2nd, 2022, at the 45th edition of the Symposium sur la gestion de l'eau organized by the Réseau Environnement, RAIM received, once again this year, a 5-star certification for the superior quality of the drinking water it produces for the towns of Terrebonne and Mascouche.

RAIM IS ALSO:

  • A capacity of 120,000 cubic meters of treated water every day.
  • 18,000 cubic meters of drinking water stored in three underground reservoirs.
  • 2 booster stations (Hauteville and George VI).
  • 3 pumping stations with three additional reservoirs holding 20,000 cubic meters of drinking water.
  • 2 water intakes located directly in the Mille Îles River.
  • 9 generators and 2 motor-driven pumps guarantee autonomy in the event of a power failure.

 

About the RAETM

La Régie d’assainissement des eaux Terrebonne-Mascouche RAETM is:

The Régie d'assainissement des eaux Terrebonne-Mascouche (RAETM) was established by decree number 6259 of the Minister of Municipal Affairs, dated May 11, 1995, and published in the Gazette officielle du Québec on June 3, 1995, following the inter-municipal agreement signed on April 27, 1995, by the City of Mascouche and on May 5, 1995, by the City of Lachenaie (now Terrebonne).

RAETM's purpose is to build, maintain, and operate a joint wastewater treatment system, in compliance with the requirements set by the Ministère du Développement durable, environnement et lutte contre les changements climatiques (MDDELCC).

It operates a wastewater treatment plant and four (4) aerated ponds located at 199 Chemin de la Cabane-Ronde in Terrebonne, as well as two (2) pumping stations in Mascouche and two (2) pumping stations in Terrebonne.

 

Board of Directors

The Board of Directors of the two (2) organizations is made up of four (4) elected municipal officials: two Terrebonne councillors and two Mascouche councillors. Board meetings are held monthly.

Brief Description

As RAIM's and RAETM's first manager, and under the authority of the Board of Directors, the Managing Director plans, organizes, directs, and controls all activities in collaboration with RAIM's other Directors, in compliance with applicable laws and regulations.

They also ensure communications between the Board and the other managers and employees of RAIM and RAETM.

 

Main Tasks & Responsibilities

  • Manages a team of employees including management and unionized positions;

  • Constantly monitors changes in the legal framework of the 2 boards to ensure compliance;

  • Participates in the preparation of the annual budget and the capital expenditure program, in collaboration with the board's managers, ensures follow-up and control, and prepares the necessary reports for the members of the Board of Directors;

  • Develops by-laws, management policies and administrative procedures;

  • Participates in the collective agreement negotiation process and in the evaluation of monetary demands;

  • Hires employees for any position previously created by the Board of Directors; 

  • Attends Board of Directors meetings and makes recommendations as required; 

  • Identifies and assesses issues and situations that have an impact on the Régies, informs Board members of them, and proposes recommendations accordingly;

  • Acts as a resource person to the Board of Directors in strategic decision-making;

  • Works with the Board of Directors to develop the communications plan;

  • Ensures that the orientations, regulations and decisions of the Board of Directors are implemented;

  • Develops, implements and maintains systems, procedures and internal controls to improve and ensure the effectiveness and efficiency of operations and controls;

  • Oversees the application of internal controls to financial and administrative operations, and their compliance with budgets, resolutions, regulations and existing laws;

  • Collaborates in the preparation of the financial report and audit file, and follows up on recommendations made by the auditors or the Auditor General;

  • Represents RAIM and RAETM on various committees;

  • Responsible for access to information;

  • Acts as a resource person for all matters relating to administrative, accounting and budgetary procedures;

  • Works in collaboration with member cities, other organizations and government bodies;

  • Carries out any other mandate or project entrusted to it by the Board of Directors.

 

Required Qualifications

Training

  • Bachelor's degree in business administration, majoring in accounting or finance, or other training deemed relevant to the position

Any other combination of education and experience deemed relevant and equivalent may be considered.

Professional Experience

  • A minimum of ten (10) years of relevant experience, including a minimum of five (5) years experience in team management
  • Experience in budget and project management, contract management, development of partnership agreements, etc.
  • Experience in a unionized environment (asset)
  • General management experience (asset)
  • Knowledge of the municipal sector (asset)
