Laval, an island of exceptions, is looking for a committed and visionary individual to lead its Police Service. Its mission is to promote and maintain peace, order, and public safety, as well as to safeguard the lives and property of the population by enforcing the laws, while respecting the rights and freedoms of the Canadian and Quebec charters.

The challenges that await you

Reporting to the Deputy General Director – Public Safety and Proximity Services, you command the police force of the City of Laval and assume all responsibilities provided for in the Police Act.

At the head of more than 1000 police and civilian employees mobilized to provide citizens with a safe environment, you play a strategic role in planning and managing the activities of the Police Service.

Your transformational leadership will be essential to support innovation, evolve policing practices, and promote a culture of inclusion.

You ensure that the strategic planning of the Service takes into account current and emerging trends and issues, in line with the City’s directions, to meet the growing and changing needs of the Laval population. You play an influential role in public safety to promote the vision and leadership of the Laval Police Service.

You are also called upon to maintain and strengthen partnerships with municipal, institutional, and community stakeholders, to mobilize stakeholders around priorities in prevention and urban safety, and to contribute to the Service's visibility through strategic communications with government bodies, organizations, and the media.

In this context, your main challenges consist of:

  • Ensuring the implementation of changes arising from the new collective agreement, fostering team buy-in, and consolidating a harmonious work environment, particularly by ensuring the complementarity of civilian and police expertise.
  • Promoting a performance-oriented management culture by defining key performance indicators (KPIs) and mobilizing the organization around rigorous monitoring to improve the effectiveness, efficiency, and quality of services.
  • Preparing the organizational structure to achieve level 4 service, involving increased responsibility and representing a major challenge in the coming years.
  • Developing and carrying a motivating vision for the Police Service, focusing on innovation and the evolution of practices to increase organizational efficiency and optimize service to citizens.
  • Continuing to prioritize criminal phenomena in the territory, in line with the needs of the population and public safety issues, to strengthen prevention, operational effectiveness, and citizen trust.
  • Promoting the value of the police function within the community, contributing to positioning the Laval Police Service as an employer of choice.
The ideal profile for us
  • Hold a university degree in police management;
  • Hold a bachelor's degree in criminology, administration, or a relevant field;
  • Hold a 450-hour certificate in police management;
  • Have a minimum of twelve (12) years of experience in a management position in a police environment.
